Although in the reposing especial trust and confidence in your loyalty, ability, and integrity, We were not without some uncertainty as to the rank of the Officer who might from time to time command Our Forces in and about Hong Kong, We have thought it expedient to adopt this general arrangement.
And whereas the Queen has been pleased to appoint you to that command, Her Majesty has been advised to issue a Warrant under Her Sign Manual appointing you also to be Governor and Commander-in-Chief of Hong Kong.
I enclose the draft Warrant herewith and have to desire that you will, after it shall have been duly registered, deliver it to Major General D'Aguilar.
